Notice is hereby given that the Board of Supervisors of Jackson Township, Columbia County, Pennsylvania, will hold a public hearing on July 27th, 2026 at 3:00PM at 862 Waller Divide Road to consider and receive public comment on a proposed amendment to the Township Zoning Ordinance entitled the Data Center Overlay Ordinance.
The proposed ordinance would create a Data Center Overlay District (DCOD) and amend the Township Zoning Map to include approximately 441 acres designated for potential Data Center development. The ordinance defines and regulates Data Centers, Data Center Campuses, and Data Center Accessory Uses; prohibits Cryptocurrency Mining Facilities; establishes dimensional standards, setbacks, noise limits, cooling system restrictions, energy demand requirements, environmental protections, stormwater requirements, emergency response standards, and decommissioning obligations; and requires Conditional Use approval for any Data Center within the DCOD. The ordinance also establishes submission requirements including a Master Plan, Noise Analysis, Water Demand Analysis, Energy Demand Analysis, Environmental Impact Study, Vibration Study, Stormwater Management Plan, Utility Infrastructure Plan, Lighting Plan, Landscaping Plan, and Decommissioning Plan.
Because this amendment includes a change to the Township Zoning Map, notice has been mailed to affected property owners and the affected area has been posted in accordance with Section 609 of the Pennsylvania Municipalities Planning Code.
